Skill-first execution¶
Stub for Prompt 292: before file create, code execution, terminal, or computer_use, the agent must have viewed plausibly relevant SKILL.md files via skill_view in the session (optional TTL). Soft conversational tools are never gated.
Implemented in keprix.agent.skill_first; profile can come from operator policy.
